Playing the SP campaign, my in-game FPS is locked to 60, and it looks really bad. I don't recall it being locked when I was playing the campaign on my previous PC. Is there a way to unlock the FPS?

I'm getting this awful noise blaring at an extremely-loud volume in the main campaign. It doesn't happen in the EW campaign, though. The voice of the guy on the carrier at the start of the game is also extremely broken-up and distorted overtop the normal sound of his voice. I bought the arma X anniversary edition and all the items show up in my steam library including Arma 2 (as it should) but when going to the Arma 2 store page or any of the bundles including it, the game shows as not owned. Also adding it to my cart still gives me the option to purchase for myself, can anyone help?...
