Once you click on it opens a blank page and depending on your browser and settings it will download itself. Once it is downloaded it will spam your entire friends list with that message and spread itself to everyone else.
It is also said that this virus will steal your inventory. I was lucky enough to remove it within the first minute, others may not be so lucky.

Anyone can make any site that either downloads a file, or shows a fake steam login and when they get closed down, they can make another and another and another.
If they were using their OWN account, then they are stupid, chances are they were using an alt account or even someone elses hijacked account to pass things on to other people. This is the reason why naming and shaming isn't allowed - the account you're attacking or trying to get people to attack, MAY be the victim of a hijack and be trying to get their account back themselves!
