When I open steam my computer stops working.

For some reason since 2 hours ago I decided to play Borderlands 2 after I restarted my computer and now that I am trying to play again my steam stops working and after that my whole pc freezes. Can someone help me with that?

If I reinstall steam would that erase all my saved data from other games?
