I think you should get a better gpu cooler.

no i have been loking on forums loads of other people have the same issue and i have a msi r9 390 which have very good coolers
1. That particular card is known to run hot. Temps at idle in the area of 60 C aren't uncommon.
2. That particular card can also easily handle 84 C.
3. You can use either your mobo software or MSI Afterburner to control the fan speeds on the card automatically, so that as temps increase the fan speeds increase along with them.
4. Even with all that, you're still going to want a very good CPU cooler. To an extent the card's heat is going to transfer to and augment the heat of the CPU, so working to keep CPU temps as low as possible will help mitigate some of the high temps that card generates.

I've got that identical card. With a Dark Rock Pro 3 CPU cooler, half a dozen good case fans in a full size tower. Even then idle temps are right around 40 C, with the GPU's fans at around a constant 30-32%. In most games the temps never rise above 50 C or so, and the absolute highest I've seen is 58 C, with 65-70% fan speeds.

TL/DR = It's a card known to run hot, but it can handle high temps. Even so, invest in good cooling and keep your case clean, with good airflow.

Anything below 95c is within designed operating temps.

But most gpu's begin to decrease power around 80...

Ah, you should avoid using a stock cooler for i5 and above.
Not only do they usually do a horrible job keeping the cpu cool, but also the ambient temp in the case, which could increase temp in the other stuff.
You can see your own CPU's max temp here...

oh i have found out why now had a different fan setting on after burner which make it really quiet but reduces fan speed so yeah i never go into the 80s now and for people who are wondering what my cpu temps are they are 40 0c idle 20 0c

Download MSI afterburner and and go into the settings and tick the box that says 'enable user defined software automatic control'

you are just genuinely full of bs. i have the same card and its in the low 30 when on idle 100 percent of the time. stop using the worst example possible for an example.
