Chack this list for any programs you may have...especially antivirus..

https://support.steampowered.com/kb_article.php?ref=9828-SFLZ-9289

Make sure you have the latest drivers and such for your PC concerning hardware and that windows is fully up to date.

Next, you can try to change your download region from Steam to see if that helps.

EDIT...if you are using a router, try bypassing it with an ethernet cable if you can to see if that helps.

You can lastly boot into safe mode with networking and see if that helps when you run Steam and try to download the game. If it does, then something is blocking features of Steam on your PC.

By using a LAN cable; instead of relying on wireless Internet connectivity.

You can alternatively use MSConfig.

  1. Hold down Windows -button and press R
        run.exe opens up
  2. Type in msconfig and press Enter.
    • Click the Selective Startup -option
      • Untick Load Startup Items
  3. Select the Services -tab
    1. Check Hide all Microsoft services
    2. Disable All
  4. Apply & Close
  5. Restart PC

I'll guarantee that Avast likely won't cause an issue.
You can alternatively head over to

  1. Avast
  2. Settings
    • Active Protection
      • File System Shield
      • Customize
        • Exclusions
          C:\Program Files (x86)\Steam\SteamApps\*
  3. [Add]
  4. [OK]

EDIT: I forgot to mention: If Steam does decide to work; you'll have to start bruteforcing to see what's ultimately causing the issue (by slowly enabling the applications again.)

@ Teutep..

"I'll guarantee that Avast likely won't cause an issue."

But Avast is on the list. I am not trying to correct you at all. Just curious as to your input on that.

Fair enough; it is still dependent on the other software on the computer as well - so Avast could prove itself an issue.

@Teutep...Ok..thanks for that and you are right also. I was just curious and not trying to be rude at all. Sorry for the slight derail here...

To the OP...Can you please give us some detail as to what exactly happens when you are in safe mode and try to launch Steam and download that way ? Error messages ? PC activity ?

Ah no, you don't have to apologize as it was right of you to correct me.
