Make sure you have the latest drivers and such for your PC concerning hardware and that windows is fully up to date.
Next, you can try to change your download region from Steam to see if that helps.
EDIT...if you are using a router, try bypassing it with an ethernet cable if you can to see if that helps.
You can lastly boot into safe mode with networking and see if that helps when you run Steam and try to download the game. If it does, then something is blocking features of Steam on your PC.
By using a LAN cable; instead of relying on wireless Internet connectivity.

EDIT: I forgot to mention: If Steam does decide to work; you'll have to start bruteforcing to see what's ultimately causing the issue (by slowly enabling the applications again.)

But Avast is on the list. I am not trying to correct you at all. Just curious as to your input on that.
To the OP...Can you please give us some detail as to what exactly happens when you are in safe mode and try to launch Steam and download that way ? Error messages ? PC activity ?
