Try maybe to exit Steam before you reset
Exit Steam before you shutdown or restart and the problem will stop.
It's not really about getting around the issue.. but rather to try to solve it..
I assume most of you have this steam update&verification on every boot, because your msconfig/bootup runs steam directly from your "startup" folder.
In order to fix this simply:
1. click Run or Win+R
2. type "msconfig" and click ok.
3. on Startup tab uncheck Steam Client.
4. Click Apply and OK. A box will appear asking you to restart, but click No.
5. Go to Steam and click settings, then click interface tab.
6. Check Run steam when my computer starts if you haven't. Click OK
Now the steam update&verification should disappear on boot, and should run as it normally does.
