Can you boot Linux into a daignostic mode (safe mode) with networking (internet capability) and try to launch the client again ?
Here is a website that explains how to do it, if you would like to see or know how, but of course, you need netwroking capability to get the Steam client to run in online mode.

Try this boot mode and see if you can launch Steam in that way, and post back for more iniformation/help.
If not, try to stay in that boot mode with netwroking and come back here to post on what you see or any changes that are noticed.
Some programs can affect the functionality of Steam, as you may also know. Here is a list if it helps.

1. Steam is not able to connect and check for/install updates.
2. Your Steam application may be corrupted or missing files.
As I said, I am in no way versed in Linux so if you can follow my suggestion above and boot into safe mode with networking capability, we can perhaps troubleshoot this more effectively.
I suggest hooking an ethernet cable up to your modem and bypass any router you may be using if that applies here, just to get that possibility of being a potential problem out of the way.
Finally, please keep in mind my suggestion about the hardware and OS sub-forum here, as someone there may be better at troubleshooting Linux, since that is indeed an operating system, you see.
I will boot back into recovery mode with networking leave my pc in recovery mode and continue to post from my phone.
Next, I suggest that you fully uninstall Steam from your system. After you have done that, then you can do a clean installation from the new downloaded client application mentioned above.
I am assuming you do not have any games installed at this point since this is a newly installed OS/Dual boot OS ? If so, you should be AWARE of the warnings of losing any games you have installed just so I am covering that with you now here, you see.

i've uninstalled and reinstalled the Steam client several times trying to fix the issue. Ive downloaded steam from both Synaptic (Linux software center like the app store for iphone or google play for android) as well as the latest download from the steam website. Ive tried both several times. Ive also tried an older one i had in a back up of my downloads folder from back in January.

Ive read and followed the entire thread not just the first post.
So if files are corrupt or missing (which to me sounds like a very likely candidate) how do i fix this if removing, purging and reinstalling steam doesn't fix the issue?

Did you consult the page I linked to you earlier concerning problematic programs ?
Have you used an ethernet cable as suggested above if that suggestion appplies to your case as in how you are connected ?
Again, I am very sorry if my suggestions are not very helpful here, and someone else in the hardware and OS forum may be of more use to you.
I am always hardwired, Its a stationary PC hard wiring is way faster and i know enough about networks and such to be sure i have a straight pipe through my router and switches. So im certain its not network issue.
I have no firewall or Anti-Virus currently installed. Its Linux. Though Linux is not immune to virus, infection is much less frequent, and vulnerability is usually limited to a direct or target specific attack.
i did consult the problematic programs page you linked to and i do have several of the programs installed (but these programs were never an issue before and none of them are running in the background) and i do not have any of the programs installed that are marked with a Green Star.
Your suggestions have been very helpful as well as you quick responses with specific and clear suggestions. Though the issue is not fixed, i am very grateful for your help. Im sure eventually the issue will be resolved.
I don't mean to sound rude here, only making a point. If you have many of those programs, as you say you do, then while in safe mode with networking they should not be a factor so you see that is why I keep trying to stress working on the problem from safe mode with networking, as those applications should not interfere.
So have you tried to launch Steam while in safe mode with networking there yet whle being connected as you have described ? If so, please give exact detail as to what you are actually seeing with your own eyes and any error messages you may see, concerning the Steam client, that is.
So this is interesting.
I reboot into recovery mode with networking and do a complete steam removal with the following steps.
sudo apt-get remove --purge steam-launcher
and the uninstall completes as expected,
I then remove the remaining directories:
rm -rf ~/.local/share/Steam && rm -rf ~/.steam
rm -rf ~/.steam
cd ~/.local/share && rm -rf Steam (just in case)
While still in recovery mode i install steam from the latest download from the steam website:
sudo dpkg -i steam_latest.deb
Install seems to complete as expected. The installation runs way quicker while in recovery mode but there are no errors displayed, and it says installation complete.
So i try to run steam while in recovery mode and below is what i get.
$ steam
/home/zaileion/.local/share/Steam/steam.sh: line 102: no match: **:
$
I ten reboot into the desktop and run steam. The license agreement comes up as usual (only on 1st launch) and i get the below error. The 1st line is identical to the error while in recovery mode.

Because you are not running those problematic programs I told you about while in safe mode, most likely.

Because in normal boot mode you ARE running those problematic programs that I told you about, most likely. Or at least they possibly can be affecting Steam in a normal boot.
I highly suggest that if you want to fully troubleshoot this to the fullest extent possible, that you remove all traces of any programs from that list.
I am not saying that is going to solve your problem. I cannot say that for sure, only that you will never know until you try it.
Perhaps you can remove one program at a time and test the issue again each time ?
So i did uninstall Skye, and no luck. Same darned error...
I was hoping since i installed Skype just before i initially tried installing Steam.
I should like to re-state that i am leaning toward a missing directory or file. If i could only figure out which are missing and how to reinstall them...
I have personally seen Skype be a big problem before with Steam, in this very forum.

Please forgive me again for asking a perhaps obvious question and also perhaps a foolish question but you are in recovery mode WITH networking while trying to launch Steam, correct ?
That error seems to be something worth troubleshooting. Are you able to launch Steam with your Windows boot without fail or errors ?
sudo apt-get remove --purge skype
uninstall complete as usual
Confirmed in Synaptic that all skype related stuff was removed.
Removed remaining directories:
rm -rf ~/.skype
ran steam again and same error again... boot into recovery mode and ran steam again, same darned error.
In Windows Steam works perfectly every time. I know this because its become the only reason i boot into windows, and i game a little almost every day.
As far as being in recovery mode... YES, (lol) i am in recovery mode when i state it. I can imagine how many times you have to ask and get false answers but that is not the case with me. I know of what you speak, as i am also in the technical support field. So lets just say i can and do follow directions correctly.

I should also like to state that this is the first time i've had this kind of problem. As stated in the initial opening of this thread i've installed Linux hundreds of times, and i've never had an issue like this. Which is why i'm leaning to a missing directory or file.
