You're under the false impression that you have freedom of speech here. Valves service = Valves rules. End of story. Hate speech is obviously against the rules.

Steam does not allow users to post content that includes the swastica due to it being against the SSA that you agreed to when you made your account. Now be a good wheraboo and stop posting Nazi crap.

You were answered already. It is not allowed. It's considered hate speech, as mentioned above. It's the most obvious answer.

The Steam store and the Steam community do not have the same rules.

Some games on Steam have nudity, but if you put boobs in your avatar, expect to have it removed. If you think that's unfair, then oh well.

This is probably the best answer ...

These guidelines apply to all places in the Steam Store and Community where users can post content. This includes, but is not limited to, discussions, comments, guides, product reviews, screenshots, artwork, videos, tags, Steam Workshop, and Steam Greenlight.

Content Rules

Do not post any content on Steam containing the following:

Porn, inappropriate or offensive content, warez or leaked content or anything else not safe for work

(snip)

You might not think that stuff is offensive, but it should be pretty understandable how some do.
