content servers unavailiable

just like the title says, i try to install rust and i get the content servers unavailable message. ive done the recommended steps to fix, clear download caches and changing zone, and still get the same message. i try to send a ticket and it says that steam support isnt reachable or something like that. little background, this computer has had steam on it and downloaded games before no problem, i recently factory reset it and since i havent been able to download any of my steam games in my library. is there a setting im supposed to change? any help would be awesome since i cannot reach steam support at all. thanks in advance....

Do you have Vipre antivirus installed on your computer ?

If not, what is your antivirus program ?

This means that the status of all of your device drivers is now in question. Post the exact computer that you have, either model and model number or motherboard, please.

Also, post the operating system, which includes if it is 32 or 64 bit.
