I'm clicking the blueprint and I have the needed materials, but it's not doing anything. What am I doing wrong?

Well, i love this game, but i would be too sad if i had to create a new save after the update launches, and lost hours of progress, i hope the game get's even better after each update, but replaying the grind would be too frustrating, and for me would be better wait the full release. I don't understand why I need those fancy upgrades that cost tonnes of money if I get arrested every time I sleep in my bed. I have level 4 upgrade, I believe I should have at least the luxury of lockable doors, if not the loaded shotgun aimed at intruders, like some of the dwellers have. Instead I either get robbed (lost my backpack with osrat and polonium) or get arrested 9 out of 10 times I sleep at home. I found that it's actually safer to sleep on random mattresses across Obeseuer. Is it a bug?...

Do not get me wrong I don't oppose the idea of it. The problem is mental health in the game seems to operate on moon logic.
