Help Plz: Workshop Mods Fail to Update

Hi all. This has been an small ongoing problem but it's gotten to the point of being ridiculous now so... maybe someone else has dealt with this.

I've changed up my mod subscriptions a few times (40+ subscriptions) but more often than not, the mod list in-game doesn't reflect mods that I've unsubscribed from/removed or subscribed too & which I know are loaded onto my computer. I've already looked at the mod subfolders in my steam userdata directory (C:\Program Files (x86)\Steam\userdata\29236621) & the mods that ARE supposed to be there are while the ones that AREN'T are not there either. Yet, when I boot up the game & take a look at my mods list, not only do I have mods that shouldn't exist on my computer anymore but I don't have the mods I want on my computer displayed as options.

Seriously, da ♥♥♥?

Do I just need to remove Steam and run a clean reinstall?

Edit: Running Win7 & have about 30GB of SSD space left on my laptop, so I can't imagine it's a hardware or OS problem... :/
