Idea for a Firefly/Serenity Civ

For those of you who know the cult classic 2002 television show "Firefly" and it's 2004 motion picture sequel "Serenity," I had an idea for a civilization in which you would play as the Anglo-Sino Alliance and the worlds of the 'Verse would instead be cities.

The very prospect of trying to undertake a modding project wearies me. However, I have the general idea pretty much in my head. I seek a partner to do the technical and artistic heavy lifting while I provide familiarity with the "Serenity" universe.

Does this idea interest anyone?

I would love to play as the former residents of Miranda...then again, maybe not. They're a little too extreme. Perhaps add the Browncoats as well...

Well my thinking was maybe a Unification War scenario where you can either play as the Alliance or the Independents, but also have a separate Alliance civ that includes all the worlds.

But you have given me an idea. Could the barbarians be replaced by Reavers?
