Strategic Resource placement
Is it rigged? I dislike asking this, but it seems like every game I play I settle a bunch of cities only to research new techs and discover that I have no sources of vital resources in my borders or even anywhere near them. Is this just coincidentally bad city placement on my part, or does the computer shuffle tiles around in the background or something?

As far as i know all resources tiles are locked in at world gen. They never move. But certain resources spawn more often in certain areas. ie: Oil spawns in deserts and tundra the most. So i guess your just unlucky.

I had a single city game with all strategic resources in 5 tile reach. I had 5 cities games with no late game ones. Its just random.

I always thought if you leave random civ spawns in advanced options unchecked some races would have a tendency to spawn in certain terran+have certain rescources around them. Its just odd after a while when you pick rome and always have 6iron close by or always seem to spawn near 1marble and 2ston or maybe 2marble 1 stone.

Ive noticed Arabia gets a good chunk of oil in his area, considering he tends to spawn in desert area with plains and maybe an oasis and gets 2 or 3 oil rescources near his capital.

Japan never seems to spawn near alot of iron either, always just a low rescource one like 2iron deposit if you are playing on standard rescource.

Atilla I always noticed gets a ton of sheep which can be overpowered if you get a stable because youll get 2food4production tiles each and if you get even 3 or 4 tiles of sheep this strong early on it can be one hell of a game changer. Always gets horses too even if his ui doesnt need them.

I never have iron as greece but I noticed horses always seems to be around. Never any iron though but no matter hoplite are good enough. Always spawns in grassland too.

In my latest game (the one that annoyed me enough to post this here), I'm playing as Rome. I do have a decent amount of stone nearby, and some iron. What annoyed me was the fact that, despite having a huge desert area in my borders and a pretty significant coastline, there's not a drop of oil anywhere near me.

Regardless, I take it this is just luck of the really bad draw? Thanks.

Strategic resources are placed using AssignStartingPlots.lua file (BNW: "..\Steam\steamapps\common\Sid Meier's Civilization V\Assets\DLC\Expansion2\Gameplay\Lua\AssignStartingPlots.lua") when the map is generated, so they are in fixed place and they are placed without any knowledge about which civilizations are in the game.

Luxury resources are placed based on civilization starting locations, while Strategic and Bonus resources are terrain adjusted. Strategic resources (horse, iron and oil) are place specifically to original starting locations only when "stategic balance" option is used from advanced settings. Late game strategic resources (coal, oil, aluminum) are also placed to city states' lands.

Couple of quotes from the file mentioned left by the developer:

-- Unlike Luxuries, which have sophisticated handling to foster supply and demand
-- in support of Trade and Diplomacy, the Strategic and Bonus resources are

-h. Strategic resources are placed globally. The terrain balance greatly
affects location and quantity of various types and their balance. So the
game is going to play differently on different map scripts.
We often like to think that there is higher logic in some things, but there isn't. Strategies are more or less randomized globally.

Oh I did notice that 1 civ always had a abundent amount of a specific luxury no one had. And CS always have all the coal and aluminem. Guess thats the way it was designed then haha
