Easily Babylon. His ability basically makes it easy for a science victory.

Korea has the larger, more consistent science boost. Getting great people faster (Babylon) doesn't mean much when the cost for each rises exponentially (not really, but its steep) throughout the entire civ.

Other than that, the best thing to do for science is grow big. More cities = more science and more population = more science. Growing fast isn't without a challenge, so depending on your difficulty you may find civs with happyness, gold, or even food bonuses can play science victory well (Arabian and Persian empires might grow faster).

At the higher difficulties where you rely heavily on Great Scientists to win science victories, Babylon is the best.

Korea is the second best, and possibly better if you play at the lower difficulties for a science victory.

Maya and Poland are good as well (while both nations are not strictly science victory specialists, they are very versatile and can win pretty much any victory condition with ease),
