Regarding your original question... I doubt it will be improved since workers and AI have been dumb in Civilization V since 2011 (although it was way worse in 2011!) and they have sold millions of copies. Today you can still catch your workers travel 30 tiles to construct a random road in friendly territory (which does not even connect).
Just won germany diety game with diplomatic victory, second round. It's fine and nice, yeah, but.. Washington got over 20k gold, and he did absolutely nothing but whined that i stole his CS allies a few turns before vote. :)
So stupid it almost made me feel bad to win the game. Same deal with all of the victory types, they don't try to do whatever it takes to stop you from winning, like they should. They don't do anything at all.
Fixed that for you.
If people were any good at programming real artificial intelligence, they would be focused on just doing that and wouldn't bother with video games.
But regarding the history and worker ai: Workers in Civilization IV were fine, you could have them improve "nearest city" or "network" etc. Those guys actually did their job closer to what you wanted.

You didn't play Civ4 all that much if you think workers were fine.
