Most of the industries and resources on a given map are randomly generated, yes. A couple are placed by the mapmakers and always show up, but most of them are set to generate in different areas. The mountains on a map are likely to contain coal mines, for example.

thk,i have played for years the original railroad tycoon and the best feature is the random generation map
