New players have some restrictions for playing in competitive matches now. But you'll run into smurfs anyway. If this bothers you, try playing on premade teams with friends/playing casual/playing on community servers.

so so sad... you have 3 options in MM;
1. play against hackers
2. play against smurfs
3. get some polish and russian ppl in your team which not talking engl.
