Shooting Heads
Well, we all had to talk about this some time.

So the problem is this: The player's camera is at the head, while he shoots from the same point and the game makes it look like it came from the gun. You can see it when the enemy just sticks 1/3 of it's head of and has a full vision of you in the replay.

We have few choices.

1. Let it be as it is, broken but everyone can do it.
(No change)

2. Lower the camera to the neck area, people will complain about getting shot above the camera and getting head shot but no more eye guns.
(Normal change)

3. Make it like if you are looking over a cover that only your head comes out you put your gun out there, it makes sence since your gun will be visible while it shoots, but lots of bugs might be found because it'd be a complex system.
(Hard change)

4. Make it so the gun fires from the actual place it is, hitting objects if the gun is blocked by one.
(Easier change) [Took this one from Eternal Crusade]

Person has full view of you while you can only see the tip of it's head?
+It shoots without exposing it's arms and the gun.

Oh yeah, small target vs big target, who kills the other one first, it's not like he doesn't have a gun :)

You're changing the subject, a head is a much smaller target and takes more time to aim at than to just aim at a full size human. And the head shoots bullets that do the same damage as the bigger target

I think the best would be the 4th option. But I never thought about that glitch (intended or not), nice point of view ;)

See, this is a person that knows when change is needed.

Just play arma

I'm not really understanding the problem, the gun is raised to look down the iron sights ( not shown on the player model) so obviously it shoots from eye line. Maybe the player models dont reflect this absolutely but the physics are sound. The issue is you are making yourself a target and not playing smart, use utility to enter obvious held angles and pre-fire.
