In order to gain a character level, you need to raise the level of your skills. If you are only using skills that are already 100, then that would be why your character is not going up in level.
You will either need to level a skill that is not currently 100 (any skill, it doesn't matter), or reset one of your maxed skills to 15, and level that one. If you get all of your skills to 100 without resetting any of them, you will reach level 81 (the previous level cap). With resetting, there is no longer a level cap; the level required to have every perk for every skill is 252.
Yes, it means doing things your character will be bad at for awhile, but it's the only way to continue leveling once your most-used skills are 100, unless you use a mod that raises the skill level cap.

and the skill screen opens if you do have skill points for perks left over assign them. For example: As a warrior use it on single handed or two handed and the armour u wear. as a thief or assasin use it on sneaking, one handed, pick-pocketing & or lockpicking. A good idea is to use a couple of skill points on change a magical discipline where you can stun enemies turn iron into gold & also increase your armour with spells. the thing about change is you´ll be more resiliant to magic. In the beginning with my orc warrior i found mages pretty tough to deal with. But back to legendary skills: either with a or d or with clicking you can cycle through your skills : go to a skill of yours that has 100 -> Press space and confirm -> now your skill will be set back to 15 & you get all your skill points or perks back. Hint: alchemy & enchanting are key skills!! Use perks on them!!
