In order to level higher you MUST learn new skills, or make skills that are already at 100 LEGENDARY-you will get your perks back if you applied any to that skill, and you can level up that skill again.

There is no max on leveling up with the 1.9 version of Skyrim

How to get oll perks back?

Do you have Legendary edition? That is how you get perk points back. Or you can complete the main quest in Dragonborn and use the black books.

You DO NOT need the Legendary edition, you only need to have 1.9 or higher

Alright, I think I know what the problem is.

In order to gain a character level, you need to raise the level of your skills. If you are only using skills that are already 100, then that would be why your character is not going up in level.

You will either need to level a skill that is not currently 100 (any skill, it doesn't matter), or reset one of your maxed skills to 15, and level that one. If you get all of your skills to 100 without resetting any of them, you will reach level 81 (the previous level cap). With resetting, there is no longer a level cap; the level required to have every perk for every skill is 252.

Yes, it means doing things your character will be bad at for awhile, but it's the only way to continue leveling once your most-used skills are 100, unless you use a mod that raises the skill level cap.

To make a skill legendary, you just hit space and confirm on the desired lvl 100 skill.

I agree to my forespeakers. I have 1 char at lvl 95 others at close to 70 and if you try really hard you can make it to whatever level you want. Either use other skills on weaker enemys or make your skills you have used so far legendary. To do that you need to open the skill screen press this key: -
and the skill screen opens if you do have skill points for perks left over assign them. For example: As a warrior use it on single handed or two handed and the armour u wear. as a thief or assasin use it on sneaking, one handed, pick-pocketing & or lockpicking. A good idea is to use a couple of skill points on change a magical discipline where you can stun enemies turn iron into gold & also increase your armour with spells. the thing about change is you´ll be more resiliant to magic. In the beginning with my orc warrior i found mages pretty tough to deal with. But back to legendary skills: either with a or d or with clicking you can cycle through your skills : go to a skill of yours that has 100 -> Press space and confirm -> now your skill will be set back to 15 & you get all your skill points or perks back. Hint: alchemy & enchanting are key skills!! Use perks on them!!
I hope that helps. Have fun!!

The max level is 80. Skyrim -Community- Uncapper changes it to 199.
