Took 10 seconds to find that on the store page.
Op was prolly wanting to know more, the first question assums that the description was read because they were asking about is it only a sim?

Yeah, I hate how some people just leap at the chance to point out someone elses percieved failure, just to make themselves seem more intelligent and feel better about themselves.
There's totally no win or lose situations for this game, it's as pure a simulation as you can get. Personally that's not my thing which is why I haven't bought it for my account but my roomate seems to enjoy messing around with it... It's kinda cool how if you make one tiny little change to the galaxy the entire thing just kinda falls apart eventually.
OP, it's mostly a simulation software. The only thing 'gamey' about it is the Achievements. If you care about those, then you could consider the goals they provide as a bit like a game, but this is really just a simulation.
As others have shared, it's more simulation than game.
You don't win/lose, but you can have lots of fun with it
