Or is this a game, with win/lose situations?

Op was prolly wanting to know more, the first question assums that the description was read because they were asking about is it only a sim?

Yeah, I hate how some people just leap at the chance to point out someone elses percieved failure, just to make themselves seem more intelligent and feel better about themselves.

There's totally no win or lose situations for this game, it's as pure a simulation as you can get. Personally that's not my thing which is why I haven't bought it for my account but my roomate seems to enjoy messing around with it... It's kinda cool how if you make one tiny little change to the galaxy the entire thing just kinda falls apart eventually.

Nobody has really answered the question so far:

OP, it's mostly a simulation software. The only thing 'gamey' about it is the Achievements. If you care about those, then you could consider the goals they provide as a bit like a game, but this is really just a simulation.

As others have shared, it's more simulation than game.

Every simulation has the potential for games based on it. With USB I can think of a number of 'hot-seat' and public-challenge games. "Use this file of 3 stars, add as many stable trans-orbital planets as you can and post your start and end-state files. Winner will receive a full foil trading card set." A hot-seat game could involve sling-shotting asteroids at targets or taking turns adding objects to the creation of a solar system; cause a collision and you're out.

just a simulation ( quite a fun one i might add ).
You don't win/lose, but you can have lots of fun with it
It's sort of odd. You can have fun, but it is not a game. More of an engine.
It's a sandbox and a sim. It is up to you to make the fun, the rules and you decide when it is over, if at all.
