Anyway And0, jokes aside, what the screenshot is showing is highly suspect. Might be possible on open (with custom maps/mods), but not on ranked.
A few things stand out, not least of which is the image next to the name. That should have been class-specific but instead it is of the innkeeper.
What you are probably not aware of, is that when you buy a respec (100k mana), you appear as level 0 until you assign all the points. It does not unequip what you are already wearing even though it may require a level much higher than 0, nor does the game prevent you from entering a map as level 0.
So with the 'right' gear, what the screenshot shows is possible. The main problems are that picture and the cursed lowgrade items having that many upgrades. Pretty sure they are not generated with that many upgrades ever, you need higher quality drops to get that, in which case we should be seeing a quality prefix and different armor hue.

Reset my squire, switched char, looked at him on the Swap Hero screen, showed squire (with the right colours). Didnt count on that actually being a legitimate bug, i usually treat is as a sign of a cheater if the picture doesnt seem to match. Like in some peoples shops... then you know not to buy/trade anything.
Yeah, the weapon is nothing. Have a myth Kryt on my huntress that i dont use much after i got the jester, has 20k with just 118 upgrades (spent some on velocity+rof).
