"Failed to create D3D device" when starting up

I just reinstalled after not playing for a long time because my friend wanted to do co-op but I installed windows 8 since I played it last. I don't really feel like searching for the answer so any help would be great.
computer specs: intel i7 2600k 3.4 Ghz, 8gb memory, AMD radeon 6950.
