Jagged Movement

I have a problem on my new PC. When I turn my head in-game, my portal gun, instead of sliding along smoothly with me, moves in little bursts of a few milimeters or so, even though I'm getting a constant 60 fps. It is very distracting and makes me feel like I'm lagging, and I don't know why it's happening.

After looking closer it isnt just my gun. My entire screen moves in visibly shaky frames, though again I'm not dropping any.

try redownloading the game that usely works for bugs most of the time i hope this helps
