Timeout while trying to load single player comunity test chambers

I am getting the following error message after few seconds of trying to load a quick play list:
"A timeout occurred while trying to find quick play puzzles. Please try again shortly."
Steps:

1) Community Test Chamber -> Play single player chambers -> Quick Play - > Play
2) Says "Retrieving Quick play List..."
3) After a few seconds or about a minute throws the error message: "A timeout occurred while trying to find quick play puzzles. Please try again shortly."

Note: If you try the steps over and over again for 10-15 minutes it finally loads a map and you can play, or If you try the step twice or three times then come back after 15 minutes and try again it loads a map and you can play.

So far I have tried to reinstalling the game twice did not help. My brothers portal 2 works fine on the same network. Please help I have been trying to fix this for a while now, it used to work fine before just started having this issue out of the blue.

the servers seem a tad eccentric today, a few people have been having problems, some minor and some preventing play completely. personally I've been able to play but it takes longer to load than usual, test chambers aren't greying out when completed and a few chambers won't load at all. don't think the problem is at your end
