Have you got Windows 10 latest UPDATE?
What drivers are you using?
You need to have RADEON selected as MAIN video card in your graphics settings.
We can try to help you, but if you don't help yourself then you won't get it working.

Having similar issues...
I had the no menu's no starcards etc problem. Half the time when I load a game it just sits at the loading screen indefinitely withou the "press X to continue" message ever popping (but I can hear it? It's as if it's finishing the loading but not transitioning to gameplay).
Also textures stopped loading on NPC's. I had these issues BEFORE updating to the newest 388.13 drivers. I just 30 min ago updated to those drivers thinking it would fix these issues but it made no discernable difference.
From what I can tell it seems like the newest patch introduced these bugs?
I'm running it on:
Win 10, 10.0.15063
GTX 980M (newest drivers updated after I experianced this issue)
i7-4860HQ
