If you are not using the DE (Desert Eagle) it takes more than one shot.
If it is the DE and you are shooting the infected and missing a point blank im not totally sure myself. Either I would restart and if the problem continues I would check integrity of the cache, or reinstall the game.
Not a lag issue, played single-player.
I'm talking about the crosshair, aiming it according to it's size, depending how close the target is ("target size"). Crouching tightens it, making it near pin-point.

dual uzi's XD can go gta on them.
Im aiming clearly on the commons and specials and i still miss. So melee for me.
never missed like how they are saying. but my katana, axe, bat, etc has gone through zombies can missed.
So I rarely like melee, I rather have mag or 2 pistols.
