Yeah that's entirely unnecessary.
Pretty sure it is their right. You want to enjoy a game, and 1/8 players is hindering that- sounds fair to me that 7/8 people's fun is more important than 1 person's. Once you yourself get up to higher hours, you'll likely start getting tired of ruined games, and begin to kick others yourself.
The point of a game is to have fun. They didn't consider carrying someone through the game fun.
If he joined my team, I would of let him play the whole campaign, I don't personally mind if you got 5 hours or 1000. As long as there isn't trolling.
I agree with what you said, hours don't make or break a gaming experience for me. Trolling on the other hand does.
I know its old.. 1349 days old..
But that does not matter, in my server, with 100hrs and a VAC, votekick will be guaranteed

New players who don't listen or refuse to even communicate can leave. New players shouldn't even be in the competitive modes of play in L4D2 and god forbid if they wander into a 10v10 modded server. Sheesh.
