Personally I don't really mind the current situation that much as long as the uncut version is available somewhere. No harm in offering people a choice. They have allowed some more borderline stuff recently though so maybe the rules will relax further one day, or Valve will create an age-gated section for all this stuff and let them sell it as they please there.
Yeah but at least MG has the decency to make them available the same day rather than making you wait months if you want to get the version with all the content like a certain publisher seems fond of doing.

A: In principle, there are two problems to solve. The first is a completely uncurated distribution tool for developers. The second is a toolset for customers that allow them to find and filter content (and people are an instance of content most obviously in multiplayer) that is best for them.

That's actually not true. Publishers CAN release adult VN's on Steam if they sell the censored version, and publish an official uncensor patch on their forums. Many different indie publishers have stated that Valve specifically told them that it's A-OK to do this. Plus in a lot of instances these games have simple nipples censored, which actually are OK to have in Steam games, or else many AAA titles like Watch Dogs, GTA V, and The Witcher 3 would not be allowed on the platform.
The problem is that many of these VN makers have a deal with MangaGamer, who wants the adult version of each title to be available exclusively on their site, so that they can reap more of the profit. This is also why they will often provide Steam keys to people who buy from MangaGamer, effectively decapitating any competition they may have gotten from Steam as a storefront.
The only people who will ever buy these games from Steam are those who either refuse to buy from other websites (including ones that publish adult content, like MangaGamer), or those too innocent to realize that the game is censored and don't do any research anyway. Those people are the reason MangaGamer allows these games to be released on Steam at all, but they sure as Hell don't want the full uncensored version to be available anywhere but their own storefront.
It's as anti-consumer as a practice can get, undercutting one's competition and neutering their products to make your own look more appealing. But it doesn't seem like the trend is going to die any time soon.
Really? Multiple other adult game producers have specifically stated otherwise, including the developers of HuniePop, Sunrider, Beach Bounce, and the Sakura games.
Funny how it seems like the only company who has been told that they cannot under any circumstance release uncensor patches is the one who has their own storefront, isn't it...?
Plus, y'know, the Developers of Beach Bounce straight-up said they delayed the uncensor patch for the game because of their deal with MangaGamer. I believe the thread is deleted now, but the patch is currently live and linked directly from their forum.

steam has double standards because it has no policies, MG cannot sell anything here that has 18+ content full stop, you can choose not to believe it but whatever.
