Also, it doesn't make sense that enemy armies, be they the grey kind or actual enemy nations, can flee through your own nation's cities and instantly have fleets of their own they can sail away on. My cities are hostile to them yet they seem to have no trouble using my ports to escape from me. Even bandit armies can instantly create fleets to run away with.
Then there is the famous refuge bug. Can't rest your army without auto-relocating your refuge and destroying all it's improvements.
