How do you create a modern flat roof?

I cant do it using the halfwall.

There is a flat roof to choose in the options. I find that it's essential to turn off "Auto roof" and then remove all roofs before I start trying to get a decent roof on.

To do what you're asking, I'd put the roof on first, then edge it in fence or half-wall.

I followed the 'cheat' method an it worked.

But I want a way by not using the console cheat.
