player base on PC is consistent with about 210 players compared to SFVs 1000.
i got no problems finding opponents in USF4.

There are steam groups dedicated to fighting games, they are handy for finding people to play Ultra Street Fighter 4 with. I have about 5 guys on my friends list who play, which is enough for me. Likely less and less will play, since more games come out and people want to play the newer ones. This one is my favorite though and the favorite of a lot of people.

You will find ranked matches on usfiv more often than v most of the time due to sfv only matching you with people your own skill where as USFIV will match you with much higher and lower players. The downside is you will lose a lot for a long time. Not many people playing endless battle but plenty dong ranked by the look of it. Also the netcode seems better than sfv, way less lag with people that you ping badly with.

I play the game all the time. I have dozens of friends who do as well.
I hosted lobbies for it on a regular basis.
So, if anyone wants to play it, feel free to add me for a friendly match.
According to Valve's statistics for Steam, there are exactly 466 people playing Ultra Street Fighter IV on Steam right now.
To me, Valve seems a lot more trustworthy than a random troll who tries to show up to every thread falsely claiming that "no one" plays this game anymore.
