Warhammer 40,000: Dawn of War - Game of the Year Edition

Why was the AI in control of the Eldar in mission 11 so incompetent?
The AI for most of the campaign was fairly competent, and ball-crushingly hard on mission 10. So why was the AI for the Eldar on Mission 11 so bad? After wiping out all the Chaos in the map (Sindri excepted) I waited for the longest time for the Eldar to get their act together and build an Avatar. (See picture https://www.dropbox.com/s/5s3j8uhpb4acsrp/AvatarVsSindri.jpg?dl=0 ) They didn't bother to build an army to support it beyond 1 squad of Warp Spiders (that they never reinforced), several Falcon Grav Tanks, some Vipers (without giving them missile launchers), and some Shuriken Platforms.

Once I actually lured the Daemin Prince out to fight them (I saved the game oncecthey got their avatar and army assembled at one of their listening posts), and the Daemon Prince (with 15000 hp) wiped out their whole army with a remainder of 5000 health.

Even with the hp handicap, the Eldar would have done better in the hands of a human player, or even a Skirmish AI. So why is the Farseer Macha Strike Force such a joke?
