Fix your grammar, or check it first of all - I think you ment to ask 'what are the chances of meeting kids on a random TF2 server?'.

I'd say 70%, because just about all new/f2p players are most likely kids (i'm talking about the ones with no equips, not even the merc pin) under the age of 14.

As for encountering one on a mic, they tend to speak up more frequently on Valve servers than other players, but there's a mute button to solve that.

one of the reasons i play tf2 is to troll the kiddies and laugh as they rage in the mic. You basically find at least 1 in most of the servers online anyway

the only "kids" I know for sure are kids are the ones I meet that have mics.i'd say 30% of the people I play with are kids with mics
BUT I don't know how many there are WITHOUT mics.
so really there's no way for me to answer your question.
