Low fps for some reason with Pentium 4 2.8?

Hi I get low frames per second for some reason, can some one help?.
I'm only getting 25 fps, most of the time. When i'm in open areas I get 25 fps.
When i'm inside base refilling ammo and health I get 42.I have everything on low 800x600 resolution.

The problem is in open areas I get low fps, very low 25 fps unplayable.

Can someone help me?.

Here are my specs
Pentium 4 2.8Ghz
2.5 GB Ram
ATI 4670 1GB AGP

Have you tried putting everything in 'Advanced options' to LOW or OFF ??

Are you playing custom maps or Vanilla TF Maps ?

I am playing stock maps not custom maps, and i'm getting 25 fps in open areas.

More help would be great.
