By that logic, why cant the Sniper always have the Razorback, SMG and Jarate at the same time?

Reason :
Gameplay balance.

It is so one can get a sword for a melee, a shield as their secondary, and the boots as their primary. The bootes main advantage is being able to turn whilst charging. (Normally you just go straight while charging) Using this type of loadout is called going full demoknight, where your only weapon is a sword (or a giant axe) but you can use your charge given to you by your shield to get up close with enemies which is where, as a demoknight, you exceed.Or at least do decently in, your sword does no more damage than any other melee weapon (unless you use the forementioned giant axe, but that makes you move slower) So you rely on the charges crit/mini crit feature that gains in power as your distance of charge increases. A half charge results in a mini crit, and a maximum distance charge results in a full crit. Doing 195 damage. I hoped this explain the basics of demoknighting and why the booties exist.
