Dying to W+M1 is noobish.
Countering W+M1 requires no skill.
And placing your crosshair on your foe's center of mass doesn't require more skill to do with your shotgun than with your flamethrower.

How is it 'cheap' if it means they die often? When I think of a cheap tactic, I think of something that has a large risk to reward gap, or a skill-indexing problem; if a Pyro doesn't Airblast literally every class can shut him down in seconds, assuming the Pyro isn't already in their face. The two exceptions are Spy and Sniper, both of which aren't good at close quarters combat, although the Sniper and Spy have plenty of chances to deal with him at mid-range, and skilled players even at close-range; a Pyro who just uses his Flamethrower and no other weapons is easy to shut down, so it's hardly a "cheap" tactic.
I mean really, unless the Pyro ambushes you from around a corner or drops down from above, it's easy to take them out of they only use their primary and don't Airblast; bounce them with explosives, run away and shoot as any class with a hundred percent move speed or greater, out-damage him with a Minigun, outpace him as a Scout or Medic, etc. It's really not that hard and it's not a "cheap" tactic; I've done in it plenty of ambushing situations where I can flame several people when a Medic wasn't present, making them scramble for healing and disorganizing a push against my team.
Granted, I also use the other tools available to me, but calling it a "cheap" tactic isn't really accurate. Cheap tactics are methods that you can't really counter or are seen as "overpowered", in most cases; a poor strategy that isn't implemented properly hardly counts as "cheap".

There is so much more to Pyro than walking at people with his flamethrower on full blast. There is a secondary fire that is the best thing about Pyro and helps him in so many ways, W+M1 is noobish because there are just so many better things you could be doing rather than walking at people and being mowed down.
