All promotional weapons added to TF2 is obtainable. Simply that you cannot get them in Genuine form.

Priority is fixing stuffs.

Yes, for now that Steam is on linux and there are a lot of crash might be a Valve priority but if Valve has time to add promo items why can't add some weapons? In the same update can also fix bugs. My conclusion is that Valve don't care about steam workshop, expecially for weapons
You are completely right but for me are not only weapons that balance the game but there is also the player experience and how do you use a class. For example class as soldier are full of rocket launcher, another primary weapons can unbalance it but some classes as spy, demoman, someone say sniper are still incomplete because of lack of weapons
