Dude. You have less then 40 hours on the game. Soldier isn't OP any more than any other class is. You just gotta play more to learn how to fight them. When they're flying in the air, shoot them. Furthermore, rocket jumping reduces their ammo and health making them easier to kill.

Your lack of skill does not make a class Overpowered; my apologies if this comes of as blunt, but it's true. If you get nailed by a Scout from around a corner, then an Axtinguisher Pyro or Heavy would've chewed you apart just as easily, while they both have a lot more staying power; if an enemy gets the first shot off, and they happen to excel in close combat, why are you complaining?
I mean really, give me some factual support as to why Scouts are 'overpowered', and I'll give you just as many cons or disprove that support easily, because classes are balanced in this game; just because you play against good Scouts or play a class that is easily demolished by them does not mean Scouts are unbalanced.
