"Validating files" - Possible to repair, without reinstaling?

It's so annoying, when every time i run TF, dat Steam is checking files for 15 mins!! '-,.,-

I don't wanna to redownload that game - it's so heavy, and i have slow internet connection.
Is possible to repair dat without reinstall?

I tried reinstalling tf2 AND Steam to fix this, both didn't work, usually, you just have to wait for another update or possibly sign in on another computer, both of those fixed mine.
