My game has been stuck at 60% download and is broken...

"My game has been stuck at 60% for the download and I have been unable to play the game for some time. The update that caused this was the Halloween update for this year and I have been unable participate in the event because of the bug. I have tried uninstalling and reinstalling only to have the same issue. Any help would be greatly appreciated and thank you for your time." I sent this to steam support on the 11th of November and the only help I have recieved was from a few weeks after asking me to do something (which I did) that did absolutely nothing to fix my problem. Any further attempts to get help were fruitless. Can any of you help me? Please? This has been really frustrating and I would like to play the game again soon. Note: I am also unable to use the uninstall for the game as it is apparently still downloading the update, clearing the cashe does not help either.
