I have a regular person's skill in TF2. I have started collecting hats and metal and such. I have deleted my gibus. I am already a casual player with a decent skill level. I love TF2, but I have 1 problem.

EVERY. SINGLE. TIME. I join a pub (public server) and I get put in a team with a useless load of Snipers and a butt-load of spies. I hate it. It's like nobody in my team is trying.

Are there any free/public servers that have 6v6/9v9 competitive? Like, where they actually play to WIN, not just to backstab/headshot the other team? I would really like to know.

tf2lobby is the obvious recommendation.

For a normal non-lobby pub, TLR -- Tiny Little Robots -- tends to be decent, tends to be at least semi-serious, and isn't alltalk.

Renegade Heroes also tends to have decent skill level, but there's a much higher likelihood of goofing around (like it being low-gravity Hightower...), and is alltalk.

If you're joining pubs, almost always you will join the non-stacked team, if your team has 7 snipers, join spectator and swap teams, if you want a challenge, play another game.

For comp format tf2 lobby is popular. But you can find fairly decent pubs, they're out there. My suggestion would be to stop using quick play, (if you are) and use the server browser, and make use of the favorites feature. Hop around, and when you find a server that's decent, save it in your favorites. The thing is, these tend to be "good" at certain times of day.
The other thing you might do is join some groups. You will get invites to events, and those can lead you to find more people you enjoy playing with.

Find a server with the cp_lazytown map (also _lazynite). I think there are only 3 of them but they're always up.
A short match will last over 2 hours and most people are decent and put up a good fight (all classes). They drop by in waves when they see people on the server.

Don't follow this suggestion; all this will end up doing is creating a steam-roll on the server and end up making anyone who gets auto-balanced complain about it, even if the auto-balance is doing what it should be doing by trying to avoid stacked teams.

TF2Lobby is probably a good choice, but there are some good public games; I know of a few servers who impose class limits on Spies, but none for Snipers. I generally don't go seeking them out, but they certainly exist; you just need to find them and then favorite them. Chances are that they won't be part of a large chain, like Skial, which will make them a bit difficult to find, but as another user recommended, you should stop using quick-play or stop playing on Valve servers if you are; both of those methods tend to be for 'relaxed' or 'non-serious' play, kind of like custom maps such as Wario-Ware.

All in all, just look around without using quick-play, find a few servers that seem to be decent and play on them if you enjoy them, or use TF2Lobby to organize competitive matches; just make sure that you know your stuff if you're going into the latter, because from my understanding they do expect you to know your role and at least be decent at performing it. It probably isn't the place to go if you're still learning how to Airblast as the Pyro properly or don't know the velocity of your Rockets as the Soldier yet, so keep that in mind.
