i recently got twenty dollars under my credit card and ill go to "Add Funds" and enter all my information. When i press continue, it will say "an error in transaction" or " your credit card company has declined your purchase! some one please help! IM REALLY MAD!!

contact your credit card company, this is not a steam issue. "card company has declined your purchase!" says that your credit card isn't being declined on steam's side.

Called em and they said they not declining any of my purchases btw it stopd saying That and Its just saying error in transaction

Get one of the money cards from Gamestop or Best Buy; that's how I always got my funds.

delete the credit card from steam, enter the info again, and it will work. I did that to fix it many times

It is puzzling what you mean by "twenty dollars under my credit card". If you were butting up against your credit limit, you were overspending, and probably did not account for interest, or possibly an over limit fee. You should never max out a credit card.
