Actually, you can still get the rewards, you just have to kill the boss, which, in turn, only spawns (normally) during halloween, sooo..

Wait until next Halloween, then go to koth_vidacut_event. Hang around the control point.
Eventually, Monoculus will spawn. Don't bother trying to solo him. He has a TON of health
and goes away unless you kill him fast enough.

Of course by then, the new Scream Fortress will be taking place, and you'll probably want to battle the new boss.
