Consider the following.
Damage reduction is only guanrteed through the use of better movement and positioning. Move perfectly out of damage and thus your health will never matter due to the fact you are not taking damage.
But also consider this.
A health pack gives increased health back depending upon max health of a class. Overheal also is 150% of a class' health.
Finally, nearly every arguement of why Heavy is UP.
His 300 health, the highest in the game, gets shreded easily due to lack of mobility.
so all heavy=win?
most shots cannot be avoided
you can't dodge a rocket fired from close range for example
hitscan is only about throwing off the enemy's crosshair, and it can't be conventionally avoided
you also need to put yourself within effective range in order to do damage yourself
[unless you're a sniper]
heavy has shit weapons and shit mobility
and you know what they meant by that
