I don't personally mind it very much but I can see where people who do come from on the matter.

Because the extra 20 health (and extra 10% heal from medkits. Math and numbers!) goes a lot further than 1 HP regen per second.
And, you know,
reduced damage is at least 50 times more useful than lifesteal.
+Half of the damage you deal returned as health (about 50 a rocket) when the Concheror is activated.
So, let's say you have both equipped, and are receiving both bonus from the Concheror. 3 rockets is 45 health, if they do 100 damage each, that's an extra 150 health, and it takes 2.4 seconds to fire all three rockets, an extra 4 health, combining to a total of 199 HP healed in less than 3 seconds, meaning that a Soldier at 1 HP is able to completely heal himself of every little cut. Even without the Concheror being activated, it's still around 50 HP per 3 shots, or one quarter of the Soldier's HP

I can kill a Stock/Stock/EscapePlan Soldier with Stock/Stock/EscapePlan in two rockets if I land both on him. That turns to three if I hit him with the blast radius, or four if I miss completely.
Blackbox/conch turns that theoretical two rockets into an almost certain three. The three from above turns to four, and the four can turn to five. This is discounting crits, and is also assuming that no one gets a random crit or has overheal/an active medic.
