It's because RED are normally the Defending team on most gamemodes. So they are more dominant because BLU is coming into their territory.

It's because red team was created first in the source code for the actual game when it was made, and most developers just think of red team when they hear tf2.

Also, in the gamemodes, whichever side or team is implemented first is always red due to the source code.
