I am bad at HL tactics, so I'll leave it for someone else.
For 6v6 it goes like this:
1. medic
2. demoman/sniper (team doesn't run sniper all the time)
3. pocket/scout - really depends on playstyle/skill
4. roamer
For public server list like this can't be created as people run random loadouts that change value of the class, also skill level difference is huge. So for example good pyro can be much more valuable than average demo on pubs.
