what is better shotgun or flaregun? flare gun gives crits if enemy is already on fire but shotgun is better aim and is better for underwater use

It depends on what you think is better

If you got good accuracy but don't like to get in people's faces with a secondary

Use Flaregun

If you terrible from afar but good at getting in Pyros people's faces

Use Shotgun

Depends who you're dealing with. If there's a lot of enemy pyros and charge n targe demos, go with shotgun.
If you have lousy aim, I would keep using the shotgun, put if you're a decent shot go for one of the flare guns.

Well, at least with the detonator, you gain a little mobility on some maps. And on other maps, it can be pretty hilarious. "Who let a pyro get up there!?"

Not to mention, if you get good with timing the explosion, your shots gain a much larger radius in a sense.

I use the shotgun for offense, great combo with the flamethrower, and I use the Scorch shot for defense.

Works great against rocket jumping soldiers and is great if you like to use airblast.

It also really helps with demoknights and w+m1 pyros.

Those are my only weakness now that I use the ultimate puff n sting combo. Just to clarify to those who do not know...

I would take the Flare any day but I think its sad that people seem to forget about the fact that pyro has some other mamzing secondary options like the detonator you can JUMP and build Uber with that thing or even the scorch shot it provides a good mini air blast and works well for dealing with snipers and spies. While the flare gun is the best pyro secondary IMO I would still consider try'n out some of the other options that the pyro has.
